Leeds City Council signed the Swarcliffe PPFI contract with the Yorkshire Transformations consortium in March 2005. Tenants remain as Leeds City Council tenants and Aire Valley Homes Leeds are still responsible for letting properties, collecting rents and managing the tenancies of people living on the estate. Under the terms of the contract Yorkshire Transformations are now responsible for carrying out repairs and improvement works to the properties. 

The Swarcliffe PPFI project is one of Leeds’s landmark regeneration projects – a 30-year scheme that will see repairs to around 1,500 council houses and the building of hundreds of new social and affordable housing, along with improvements to the general environment of the area and new leisure
facilities.

The project will secure full improvements, ongoing repairs and maintenance of
around 1,650 council homes and the general environment in Swarcliffe for the
next 30 years. It will also include the building of new homes on the estate
including affordable homes to rent as well as some for private sale.

Improvements to council homes will include general refurbishments such as
the replacement of windows, doors, kitchens, bathrooms, central heating
systems and re-wiring where necessary.

One of only eight housing ‘Pathfinder’ schemes in the country, the Swarcliffe project aims to regenerate the area with funding provided by the Public Private Finance Initiative (PPFI). It is the first of a series of massive regeneration projects in Leeds, totalling around £2bn over the next three decades.
