What is Anti Social Behaviour?
Anti Social Behaviour (ASB) is 'any behaviour that causes, or is likely to cause, harassment, alarm or distress to one or more persons not of the same household. ASB threatens the physical or mental health, safety or security of individuals, groups and communities and, therefore, undermines people's basic human rights'.
In other words, ASB means being a bad neighbour. It covers everything from letting your garden become an eyesore to drug dealing or physical violence.
Some examples of ASB:
- Playing music too loud;
- Dumping rubbish;
- Threatening or swearing at neighbours;
- Racist abuse or graffiti; and
- Damaging neighbours homes or propery.
Many criminal acts are also Anti Social Behaviour – for example vandalism, drug dealing, abusive language or abusive behaviour.
We will take action against the person committing these acts, but you should always contact the police first.
Where should I report my concerns?
To help understand what would be appropriate for the Leeds Anti Social Behaviour Team to investigate, detailed guidance has been developed to ensure enquiries are responded to by the most appropriate agency.
The guidance works on a three tier approach recognising that low level issues, minor disputes and one off incidents can often be resolved through existing tenancy management processes. A local Neighbourhood Housing Officer or private landlord can often help identify the cause of problems and through discussion with both parties ensure an agreeable outcome is achieved.
Low level disputes and incidents can be reported as below:
- Council or housing association tenants can report disputes direct to their landlords using the links on the right.
- Private rented should report the dispute to their landlord.
- Owner occupiers to report it to the Leeds Anti social behaviour team on 0113 222 4402
Where incidents are more persistent or serious in their nature and fall into the following categories an enquiry should be logged with the Leeds Anti Social Behaviour Team.
Harm to individuals: Behaviour which is considered to be harassment, verbal abuse and intimidation including aggressive language that could be considered threatening or motivated by hate.
Harm directed at communities: Behaviour that impacts on the wider community including behaviour related to drug related activities, street drinking, prostitution, aggressive begging, and repeated noise pollution.
Environmental harm: Behaviour resulting in vandalism / damage to property including graffiti, illegal rubbish dumping and littering.
Incidents can be reported to the Leeds Anti-social behaviour team by calling the dedicated ASB telephone number on 0113 222 4402.
More serious incidents that may include acts of a criminal nature, should be passed directly to West Yorkshire Police via either the non-emergency 101 number or in an emergency by dialling 999.
